CITY OF BROCKTON

MEMBER, BOARD OF ASSESSORS

 

Duties include but are not limited to the following: Professional, administrative, supervisory, and technical work relating to the enforcement and interpretations of Department of Revenue (DOR) regulations as they pertain to the operations of the Assessing Department in accordance with State statues; City Ordinances; regulations and the policies of the Board of Assessors. Performs varied responsible duties requiring considerable independent judgment in the interpretation and application of assessing laws, regulations and practices.  Responds to inquiries and explains laws, regulations, policies and procedures pertaining to municipal assessment.  Completes data collection and entry for cyclical inspections; conducts sales analysis and computes values using various statistical methods; uses alternate formulas to compute values for various types of property.  Responsible for administration of the annual property inspections in compliance with state mandated property inspection procedures.  Responsible for issuing motor vehicle excise tax bills, commitments, exemptions and abatements.  Responsible for record maintenance, including sales verification, building permits and abatement reviews.  Prepares cases for presentation to the Appellate Tax Board; and District and Superior Courts.  Processes real and personal property tax bills, commitments, exemptions and abatements.  Ensures timely filing of all required municipal and state reports, lists and documents, minutes and reports; coordinates with city officials and provides assistance and information.  Prepares materials for Board of Assessors meetings.  Attend meetings as required, training programs and seminars. Responsible, along with Chairman, Board of Assessors, and other Member, Board of Assessors, for the supervision of clerical and administrative staff.

            Works under the administrative direction of the Mayor and the Chief Financial Officer, in accordance with state statues and the directives of the Department of Revenue, performs complex and technical duties requiring considerable judgment and imitative in overseeing valuation on real and personal property, evaluating and applying laws to unique situations and assists in directing the operations of the department, accountable for departmental results. Performs other similar or related duties, as required or as situation dictates.

            Work Environment:  Most work is performed under typical office conditions, field work is required to conduct inspections; volume of work is subject to seasonal and cyclic variations.  Operates standard office equipment, measuring devices and an automobile; has frequent contact with customers, other city employees, officials, has access to department related confidential information; including income and expense information and applications for abatements and exemptions.  Errors could result in significant loss of revenue to the city or legal repercussions.

            Minimum Qualifications: Bachelor’s Degree in Business Administration, Finance or a related field, five (5) years of experience in assessment administration and real estate appraisal; or an equivalent combination of education and experience.

            Additional requirements:  Valid Massachusetts Driver’s license. Massachusetts Accredited Assessor certification (MAA) required, certification must be maintained throughout appointment.  Certified Commercial Assessor (CMA) and Residential Massachusetts Assessor (RMA) desirable.  Massachusetts Department of Revenue certification is required within first year of appointment.

            Knowledge, Ability and Skill: Working knowledge of computerized mass appraisal systems, particularly CLT UNIVERS; familiarity with construction materials and methods; knowledge of Massachusetts General Laws, policies and regulations relating to the assessment of property and the levying of taxes.

            Ability to use various statistical methods; ability to interpret laws and regulations and apply them to individual situations; ability to work independently and prioritize tasks; ability to establish and maintain cooperative working relations with the public; ability to communication effectively, both orally and in writing.      Mathematical skills; computer skills; organizational skills.

            Essential Functions: Minimal physical effort is required to perform duties under typical office conditions, field work requires the ability to access all areas of an inspection sites.  Operates standard office equipment.  Required to stand, walk, sit, speak, and hear, and use hands to operate equipment.  Vision requirements include the ability to read and analyze documents, use a computer and operate a motor vehicle.

            Salary:  $65,601-$74,574, 5 step position, step increases on anniversary date of hire until maximum step reached.  Position includes medical and other fringe benefits.

Per City Ordinance, position appointed by Mayor for a three (3) year term and requires City Council Confirmation on the appointment.
